Cheapest method of getting online

Anyone got ideas about what the cheapest method is of getting online with a portable device ala PDA/IPAQ/Blackberry/Phone?
Desired functionality.
1. A usable keyboard or stylus + touchscreen rather then a thumb texting pad like a normal phone.
2. A browser.

Which providor and package as well which I know may be influenced by product.

Sorry - not being obtuse but that seems even less clear. Do you mean online via 3G or the like as opposed to WiFi or something like that? Or you are looking for a suitable device/SmartPhone etc.? Is this any use?
