Change of use planning permission

Hi,
I'm hoping to start a small dressmaking business from home and I looking for info about planning permission.
Is it necessary to get change of use planning permission?

if you will have

1. customers calling to you
2. staff
3. on site storage of materials
4. materials delivered to site
5. etc etc

then yes, this would constitute a material change of use. Once you start affecting traffic in the area or emply persons or accept public on site then you are into a whole world of rules and regulations.

The change neds planning, the building needs to comply with building regs for access by public ie disabled regs, fire regs, etc etc

Health and safety becomes an issue.

Basically, if you want to run it as a proper business you require planning.
