Certified copy of passport for French Bank Account

Im currently applying to open a bank account in France. The application form stated that a certified copy of my passport must be sent. To get a certified copy you had to get a Guard/Doctor/Solicitor to take a photocopy of it, stamp it and write "Original viewed" followed by their name, title, and date. I decided to bring my passport to "the boys in blue" and ask them to give me a certified copy. They told me they couldn't do that, it was illegal for them and quoted me a section of the criminal justice act. This didn't make sense to me. I eventually got my bank to sign it. I wonder would the "boys in blue" be able to certify copies of my utility bills!

find one who will, the french ones would do it for you if you were over there by the way , i have done it in spain .
