Carer's allowance

Just wondering the carers allowance you can claim for your wife if she stays at home and looks after the kids and you work, If both work part-time so one parent is always at home can they claim carers allowance, 1st week one works mon/tue/wed, then other thurs/friday, 2nd week mon/tue, then other wed/thurs/fri, can we claim allowance

the home carer's tax credit, so by reading the link I think we miss out whcih seems a tad wrong both incomes amount to around 36,000, if I earned that on one wage then we could get the tax credits, but not as we are, I will ring them to see what they have to say, cheers
