if for his own car, then the policy conditions are as soon as possible, or within a specified number of days/hours. an own damage, fire or theft claim will not be entertained 4 years down the road.

If a third party claim, that is someone else is claiming against your father, then if they have not done so within two years for injury they are out of time.

In law, they have six years to pursue a damage claim, but again, the insurers will refuse to deal with it given the time delay.

in a nutshell, for making the claim yourself, you are too late.

As Ravima said.

In a nutshell - your father hasn't a hope - nor should he be entitled to either.

While your own insurers may have a difficulty with the delay in reporting/making the claim, if there has been no prejudice to them by the dealy then they are obliged to deal with the claim.

You have 6 years to claim against a third party for material damage. It will depend on whether the third party has notified the insurance company of the incident or not; again whether there has been any prejudice by the delay. That is the third party's problem and not your father’s.
