Car Finance Companies: How do they perform credit checks?

Does anybody know if car finance companies that are not members of the ICB have access to ICB data. If not , how do they perform credit checks? I'm assuming they use private credit reference agencies - how do these credit reference agencies get data on individuals? Does anybody know anything about these agencies are they legitamate (how reliable if their data etc.), can you get a copy of your recored from them in the same manner as the ICB?

Most car Finance comapnies will be affiliated with a bank or financial instituion who have access to ICB records.
Don`t think there is any such thing as a private agency - there are two reference agencies in Ireland - ICB and Experien, although the latter has only opened up in the last few months and as far as I know, have not got much business yet.
