capital gains tax personal exemption

Hi,
I've had some savings on bank account in 2008. Gains from it were taxed.
What would be the steps to claim capital gains tax personal exemption refund?
Should I contact bank first?

If it was interest you received then this is not a capital gain and the exemption does not apply.
Capital gains tax generally is charged on the disposal of assets.
 
Interest on savings in bank accounts is taxed as income and not gains.
Therefore the Capital Gains exemption is not relevant.
