Can't Open Excel Spreadsheet - Missing .DLL

I'm trying to open the Excel spreadsheet program on this pc, but when I attempt to I get the following message;

Error Starting Program - A required .DLL file, XLINTL32.DLL, was not found.

Does anyone know where I would be able to obtain this .DLL file?
