cant get employment law advice: Public Service employee, bullied for last no of years

Hello,
I'm in a very bad work situation -

I have been bullied by my manager for 7 years, made a complaint 2 years ago and was put through the organisation's grievance procedures ie mediation, which didn't work and since then the manager has been harassing me and turning my work colleagues against me to the point that I can't open my mouth or look sideways without being brought to a 'disciplinary meeting'.

I desperately need good legal advice. As I work in the public sector, I have found that none of my local firms will help me - they all do business with my employer.

Can anyone recommend a good source of advice?

Are you in a public sector body which has adopted the 'Dignity at Work' policy document? If so (though tbh I would not wish this procedure on anyone, complainer or complainee) you can make a complaint in writing and have the bullying investigated under the procedures outlined in this document.

Yes, they have a 'dignity at work' document, which HR seems to use as a piece of paper to hide behind. As I said, I followed the procedure and made a formal complaint two years ago. Mediation was brought in and broke down, only for the County Manager to decide to intervene and instruct us to return to mediation as he didn't want to pay for investigation. He also has made it clear that he won't transfer me away from my bullying boss - even though at least 5 other senior and longstanding employees have been transferred out due to the bullying behaviour of this senior manager.

I have now gone out on sick leave due to stress. I have been told not to bother joining the union, as they're more a tool of management than having any real interest in helping the staff. Has anyone any better experience than this? Is any one union better than another?

You need to put it in writing again under the dignity at work act and also have your certs to read occupational stress, make it clear in your letter that this is now the second time you have used this procedure, i cannot see how they cannot have an investigation then. god what a terrible position to be in

Did you return to mediation? If so, what was the final outcome of the mediation?

If you're not already in a union, I'm not sure how kindly they would take to your joining up just to get a problem resolved. This kind-of defeats the purpose of the union, i.e. workers standing together and supporting each other. I'd guess that you want the union which has negotiating rights in your employer. Who told you 'not to bother' joining?
