If it remains unpaid and the same parking company notices your car, they can clamp it to enforce payment.

yep, and that's permitted and regulated. But they can't issue a a fixed penalty notice. (would be great if this was permitted for disabled parking spaces in private car parks)Plenty of private car parks in the Republic clamp cars and charge for their release.
