Can the Central Bank be sued ?

Just asking the question, can the Central Bank be sued if a business or individual is adversely affected by decisions made by the Central Bank?
For example the change in the Capital ratios in the banks from approx. 6% to 12% resulted in shareholders holdings being more or less wiped out in some of the banks.

Please explain.. What ratios are you talking about and how did changing them cause a capital loss to the shareholders?
