can I be charged by 2 different providers for landline

I joined Perlico on July 3rd from UTV my phone calls/internet are with them from that time. When I changed to them I was told I did not need to notify UTV they would sort everything (had changed from Eircom in past no problems) I could not access my emails in outlook but got it sorted yesterday to find one from UTV telling me they require 30 days notice in writing and I will be charged for landline and internet till then, trying to get answers from Perlico now as have not used utv internet since july 3rd but still charged set fee. It is in the utv small print and my own fault, but surly I will not have to pay 2 landline fees. The internet charge with utv is 9.99 I can live with that.
