can employer refuse to fill in fis form?

a friend of mine earns 350 per week and his employer refused to fill in family income form, can he do this?

Without any backup, I would imagine that an employer would be obliged to complete the form. Why is he refusing? Is your friend not going through the books?
 
no good reason, just that he had to look into it . everything is above board, going thru books

'looking into it' is different from 'refusing to fill it out'. Give him a few days and check back. Does your friend have payslips?
 
Agree that "looking into it" may just be that payroll/HR has no experience of the form (FIS is very underclaimed), and the form requires quite a lot of info from employer, including company stamp.
They are probably just being cautious.
