can council do this

a loacal authoriy estate exists. all tenants have to abide by an agreement. Complaints can be made to the council if they don't.

Then a housing body is leased one of the houses by the council. This house is not subject to the council complaints system.

Can the council do that legally, change the rules so one house is not subject to the rules agreed to? Is it a breach of the contract with the council tenants

1 Frame a meaningful question and
2 Attempt to capitalise your lettering,

I am far from having an excellent grasp of the English Language myself, but if I were seeking someone’s help, Id have a look at what I’d written down.
