Can a landlord ask someone else to run his property without giving tenents written notice.

Well, theoretically, yes. Common courtesy would suggest that the tenant is informed of the new contact and given a way of contacting this person. If the landlord is wanting someone else to manage his property it would seem likely he doesn't want to be taking the calls from the tenant.
