Buying out leasehold

Hi

A property we are purchasing is lease hold.
The landlord are Dublin City council.
There is ground rent payable (unknown amount ).
Our solicitor has advised the best bet would be to buy out the lease hold if possible.
She can certify a clean title without buying lease.
Lease hold is 150 years in duration.

Where would we start to buy out the lease hold ?
