Buying back PRSI contributions

My husband worked in Ireland for four years from 2000 to 2004.

He worked in the UK from 2004, to 2012, with very little break from employment.

We moved back to Ireland in late 2012, and he continued to work from home for his UK employer, paying UK tax and NI.

His job has now gone as the company has gone into administration.

He's been told he isn't eligible for JSA as I earn too much.

He isn't eligible for JSB, as, even though he the requisite number of stamps, the criteria specify that the last week of stamps must be paid in Ireland, which of course it isn't. He isn't eligible for UK JS as he does not live there.

We are going to apply and see if he's eligible for the voluntary Irish PRSI, but I was wondering if anyone here has feedback or useful advice?
