I sent builder the building specification and received quotes
We received quotes to build a bungalow and agreed on a builder we paid every invoice when presented and have paid the full amount quoted during the build the builder asked if we wanted the loft insulated we said yes of course after the completion we then got a bill for extras the builder was charing £97 per sheet of kingspan we questioned the price as we were quoted £50 he finally presented an invoice for £54 per sheet and went on to say he had worded it wrong and there should have been cosy wool included I then looked at the building specification which he gave his quote on and the loft insulation was detailed in the building specification he has also added extra price for insulated plasterboard saying he needed to add it because of the SAP calculations and increased his PC sums for plumbing and electrics and we can't see what for because we didn't ask for any extra plumbing or electrics
Building control wont sign off the building until they have the results from a Radon monitor to ensure the Radon barrier installed is working properly so we have told the builder we won't pay the extras invoice £8000 we have paid the total of the quote for the build until we receive the building completion certificate because there may be re medial work needed if the Radon barrier doesn't work to Public health England specifications

You say Public Health England specifications, this is an Irish website so laws will be different, try posing your question on similar UK site.

And also we don't have any dodgy builders like that here. :D

Just stick to your guns Curly, from what you say the builder is just trying it on.
