Boundary Walls

Just looking for a bit of advice on this issue. My neighbour has built a rear boundary wall 3 courses of blocks above my fence and their site is also 3 feet above ours. It is not the side boundary wall but their rear one.
Is there any way I can object to it as it looks terrible?
I am almost sure that no planning permission was sought.
 
check the planning section of your local council website. most of them now have a fully searchable planning database.

if planning permission was sought there should have been planning notices erected.
 
No planning application was submitted on the local website. I was able to get a look at the height of the wall. It is 10 courses high which is about 2.1m in height. Is this too high?
 
Once the wall is constructed with 9" blocks you can build a boundary up to 2.00m high to the side or rear of the property. If it is 4" blockwork this is limited to 1.20m and the 1.20m height is a restriction to the front of a property.
