I think each council have their own rules on this, with Dunlaoghaire – Rathdown if your sole income is a contributory or non contributory old age pension (I think most other welfare payments are covered too) you qualify for a waiver of the €80 annual standing charge, you are still liable though for the lift and weight charges.
