I record my personal and business kms, and pay each month for the personal fuel. At the end of the year, this added up to about 550 euro. Can i claim for this as contributing to the upkeep of the car?

Yes you get a deduction on BIK calculation for paying this expense. Why did the company not reimburse you for this fuel. I would advise this route.
 
The company pays all fuel, i have one of those fuel cards.
But its their policy that i record all company miles and total miles per month. Work out the average cost per mile and pay for the personal usage at the end of each month.


Would the refund be euro for euro or on the top rate of tax?
