Cardboard. Or more particularly, cardboard from a cornflakes box. Use this as your template and take to the glazers.
Two options with the irregular slips,
1. Get new ones in a joinery shop. There are several around.
2. Clear bonding to hold in the glass supplementing this with a few pins to firm the glass in place. Fresh bonding/ appropriate silicone on the outside finished off with running a wet finger over the silicone to give a neat finish. It should look like a window with putty on it.
