Best broker for Nasdaq trades

Hi,

Apologies if this has been asked before, I had a scan of the forum
and couldn't find a recent answer...

I'm looking for an online broker who will allow me to perform
Nasdaq trades. Transaction fees are not a big issue for me as
I only intend making a small number of trades per year.

I had thought that e-trade or td ameritrade would work, but
both seem to require US residency.

Anyone know of any others ?
