"Bar" of spotlights in kitchen and new light bulb restrictions

I am hoping to put in a "bar" of 4 spotlights from my kitchen ceiling, the ones with the small halogen lights.

When the new regulations kick in re energy efficient light bulbs, will I be left with a problem? Can you get energy efficient spotlights for this kind of fitting?

You can get lamps to fit these fittings but they are bigger (longer really) I fitted them and the fit and work but the body of the lamp protrudes out of the fitting and basically looks c**p. I have heard that the proposed ban cannot be introduced as the EU will not allow you to ban something which is legally manufactured and sold elsewhere in the EU. Also Architects and interior designers are up in arms because you cannot reproduce some lighting effects using the low energy lamps.

I did hear that stated, but John Gormley (or was it Eamon Ryan?) said that there was basically a technicality that did allow them to impose a ban and still comply with EU law. Can't remember what that technicality was to be honest, but it sounded like it made sense when I heard it!
