Backdated Form 12 (2017) - Any penalties ?

I didn't fill in a form 12 for one months rent in 2017 because the costs were greater than the income. I realize now I should have done so and carried the loss to 2018. I need to full in a form 11 for 2018 now but can I just send in the form 12 first and see what the repercussions are ? Are they high penalties ? The profit from 2018 even allowing for losses in 2017 will be greater than 5k. I am a PAYE worker and this is extra rental income.
 
If you don't owe any tax on the 2017 return, there'll be no interest or penalties. There would be a 10% surcharge on any tax you did owe.
 
Can anyone recommend an accountant in Dublin city area that would specialize in this. I'm afraid if I fill in a form 12 and then follow with form 11 it will set alarm bells with revenue and they will automatically audit me. i would need an expert to deal with them in that instance.
