assignment of life policy witness

who can act as this witness, does it have to be a solicitor or banker or can it be anyone as long as they are not related to the people signing?

In case if the person who signs the assignment later denies it is his signature the person taking the assignment would need to be in a position to get the witness to verify so usually banks etc require it to be witnessed by a bank official or a solicitor.
