In looking at the court reports of court enforced PIAs, they seem to involve vulture funds.
The borrowers get extraordinary deals. Balances written down and the interest rate fixed at a low rate for the rest of the term.
Is there some legal or practical issue which makes it harder for a vulture fund to defend a PIA which is unfair to them?
