As above, my elderly father in law's savings account is with Ulster Bank, will it automatically go to Bank of Ireland or does he need to set up a new one with another bank?

No. Ulster bank has No arrangements to sell or transfer deposit book.

If he does nothing at all about his UB account, all that will happen is, (eventually) he'll get a cheque in the post for the amount that's there.

He will need to set up an account with a new bank and either transfer the funds himself or wait for the cheque in the post from UB so he can lodge it to his new account.
