apartment above mine flooded - water damage

Hi all, I'd really appreciate some advice. The apartment above mine flooded last night and the water has seeped down into my apt and the apt below. There is wall, ceiling and floor damage inside the apartments and in the common areas. We also think there is electric problems as the plug sockets and light switches are on some of the affected walls. We called the emergency contact number provided by our managing agent but they were worse than useless and couldn't send anyout out nor could they organise an electrician. The owner of the apt where the flood started was too upset to deal with it but said everything would be looked after. My insurance company said I should claim off the block insurance. The emergency number we called said it wasn't anything to do with block insurance and it would be covered by our insurance companies. Who is liable for the damage caused - block insurance or owner of the apartment where the flood happened? Any advise on what to do would be much appreciated.
 
Same thing happened friends of mine a few years back, you will be able to claim on the insurance of the person above you where the flooding occurred. Time to get the dehumidifiers in.

Thanks Leo, I contact the managing agent this morning to see if we claim under Block Insurance. Waiting to hear back. Haven't seen the owner of the apt above since it happened so don't know if they have insurance. Fun and games!

My understanding was the block policy would be claimed against in this situation, rather than the contents insurance of the other person?
 
This happened to me recently, i was told to claim off the block insurance and there wasnt an issue. i submitted a claim myslef, feel frre to pm me if you need any details
 
Thank you all for replying. Our managing agent has been great and are organising dehumidifiers and a joint claim on the block insurance so it's just a matter of the walls drying out before we can get repair work done.
