Advise needed re.Benefits

Hi
My brother has worked in the construction industry for the past 5 yrs.He was self employed.As everyone knows work has completly dried up.
He signed on the live register 16weeks ago .
Yesterday he was told he was not entitled to anything as he was self employed in 2007.
They would have been aware of this from day 1
His partner works fulltime and they have 2 children.
Is he really not entitled to any thing?
Can anyone advise where to go from here?

As he was self employed he would not be entitled to Jobseeker's Benefit (based on PRSI contributions). Jobseekers Allowance is means tested. So when they take into account partner's income and their savings he may not be entitled to anything.

If might be a good idea for him to start retraining, gaining some new skills etc and be prepared for when things pick up again.
