A woman over due?

Hi.

I know this woman who is over due by two days. She applied for a grant for buggies and cots and supply for a baby. She was denied because she has half rate careers allowance which is normally actually spent on the fuel she uses to bring her grandparents to places.

She was also turned down for Supplementary allowance because the half as well and it was due to the fact that she already applied 5 years ago when she was having her first child.

Is this a fare ruling?
 
From welfare.ie:

There is no automatic entitlement to an exceptional needs payment. Each application is determined based on the particular circumstances of the case.

An exceptional needs payment covers essential, once-off exceptional spending that you could not reasonably be expected to meet out of your weekly income.

If the person is unhappy with the decision, she has the right of appeal.
 
Maybe I'm misunderstanding something but wouldn't it be a bit premature to be applying for grants when she is two days overdue?
