A Builder Please

Hello all. I will try and make this simple as possible as I am not involved in building game. An elderly neighbour of our is looking for a Builder to do an extension (two small rooms to side of house , I think!) In any case here is the fly in the ointment, they CAN get a builder, but every time they get one he has not got some sort of Certification which is required so they get a government grant (again 2nd hand info). So does any one know what builders have these Certs or the approval from Government to this work also what are they called so I may look contractors who have this, this has being going on for 6 months now apparently!! Mind boggles. Thank you.

Hi Took a look at application form for housing aid for older people on dublin city council website. I think whats needed is C2 or tax clearance certificate for contractor and/or if roofing work is proposed insurance details
