Can you back up a Loan against a shares Combination Bond?

I have €38,000 in FA that will mature next September. I'm not working & need a Loan, if I asked for E1,000 against the bond could this work?

I own a house completely, which I will be renting out in the new year, €17,000 a year or so. I also have shares in AIB & BOI which would cover the loan if I sold them. Since I'm not working at the moment though, is there any way at all I could convince the bank to give me a loan? I would appreciate any help at all you could give me
