    You do not know everything that goes on in other peoples' lives. There could have been bad blood over something you know nothing about. The Executor's job is to follow the will of the deceased. If others feel someone was hard done by they can gift him/her.

    Put the land up for sale to determine it's market value... the highest offer received is it's market value. Executor should then be allowed to buy at highest offer + €1, plus rent's due etc.

    Your central heating system needs to be open vented. If it is, then it can be done (but still requires work). You have open vented if you have a small header tank in the attic.
