most of dell support has come from india for over 2 years now and what really effects delievery times are a) how near to the end of the quarter you are when you order b) spec of machine. some components are on long lead times

3k is an ok price for a nice looking website. yes, you can get it done on the cheap from the likes of elance.com but your going to have to do a lot of hand holding to get what you want.
