Health Insurance Fair Deals - Savings & Spending

A relative is approved and in the Fairdeal scheme. We understand that as part of the payment 7.5% of his savings ( less 36 k ) will contribute to the costs on an annual basis until the savings are diminished.

My questions are the following

1) What are the implications if he uses some of the savings to improve his house?
2) Can he use some of the savings to provide gifts to his grandchildren & children at Christmas and birthdays, as he normally would? Are there implications
3) What other reasonable expenses could he legitimately use his savings for?
 
Hi Jabber, welcome to AAM.
1. Home improvements can be allowed(deducted from savings) as long as receipts are provided.
2. Gifts to children/Xmas etc are not discounted, i.e. it's regarded as if the money was still there,
3. Prescription charges, Property tax as long as spouse still residing in PPR.
