Entitlement for Optician

My wife 77 has a dependent relative pension off my contributory pension, she has a medical card and receives free dental care.
She recently sent a form in for eye test etc and received a letter back from Treatment Benefits Social Welfare refusing eligibility saying she did not have enough qualifying PRSI.
At the same time the optician was given the go ahead via her medical card.
Can anyone explain what is going on

Presumably she's covered on the medical card but not under the PRSI Treatment Benefit scheme? Didn't she ask the optician?
 
Exactly so she did not need to fill up the treatment benefit form.

If you have sufficient PRSI contributions and a medical card you can choose which route you take.
 
I'm still confuses, she filled in the form that the optician gave her, and was refused, then got the go ahead from her medical card, if these are different departments how did they both know there was an application. It appears there's a duplication in departments or one is the same

She has zero contributions and has a medical card

The optician maybe assumed that she had PRSI cover and gave her the Treatment Benefit scheme form. She doesn't qualify under that but is presumably covered by the medical card. You'll have to ask the optician why they gave her the Treatment Benefit application form.
 
What's strange about this is that opticians can check on-line themselves these days and confirm that people are covered for either of the above.

She also could have checked out her eligibility on mygovid.ie which would have given her an immediate confirmation.
 
Most likely she is covered on Your PRSI as she is a dependent.

Yes they are 2 completely separate departments and do not communicate with other. Hse for medicals cards. Social Protection for welfare benefits.
