What qualifications are required to deliver training for QQI certification?

Quality and Qualifications Ireland or QQI was set up by 2012 legislation "The Qualifications and Quality Assurance (Education and Training) Act 2012." Although the Act states that trainers have to be properly qualified and experienced, it is silent on what qualifications you need to be a trainer. I have read all I can online about QQI, but it seems they say nothing about this either.
Am I missing something?
 
QQI covers a huge range of qualifications, including Junior Certificate up to PhD qualifications.

There is no one single qualification rule coving all QQI courses.

I think this is what you are looking for.
There is no Accrediting Body with the QQI the way, for example, the NSAI is Accredited by the ISO, FDA, EMA and their Canadian and Japanese equivalent.
QQI is a body of the Department of Education and its Board is made up of representatives of other similar government bodies. QQI administers the National Framework of Qualifications (see @RetirementPlan's Fan of Qualifications).
Ireland’s NFQ is compatible with the Qualifications Framework (QF) for the EHEA. They are careful to say "Compatible With" in the same way a body running a Quality standard that is not Certified says that it "Complies with the Requirements of" since, as I said above, there is no Accrediting Body.
In short it's an Irish State Body working to provide qualifications that comply with the requirements of the [broken link removed]
