1890 low call number or landline number?

I had to make a phone call today on my landline to the Dept. of Social Protection based in Donegal. I am a Vodafone customer with free local calls package and I was phoning a 1890 low call number. I also had a direct 043 line (Donegal) that I could have used.

I was 35 minutes waiting on hold for someone to pick up on my call in Donegal.

Should I have used the low call 1890 number or the local Donegal 043 number?
 
Is Donegal local to you? If so, you should use the local number.
 
OK, so a call to Donegal will be charged at the national call rate in your plan. I had a quick look, but couldn't find what Vodafone charge 1890 calls at.
 
According to Danielle from Vodafone this is what she says. "It's €3.50 per minute to call this number from your landline.

Can't be right?
 
Did Danielle know the call was 35 mins. I'd guess the call cost was 10c per min.
