Can anyone tell me if the planning restrictions in Wicklow have been lifted? I've been thinking for a while about buying a site and building, but have read in many places that there's not much chance for an "outsider". I've heard rumours recently that the restrictions have been lifted (or at least relaxed), and would love if someone could clarify?
