Who pays ESB €300 deposit?Landlord or Tenant.

My new tenant received there first ESB bill which included the 300euro deposit. With previous tenants they have paid this themselves but the new guy is claiming it's the landlords bill. I understand that this deposit is not returned until 14 bills are payed on time (seems a bit excessive). What happens if the tenant leaves before this time has elapsed? Is it a case of holding the tenants deposit for the same amount if they make late payments and end up losing the deposit?

If they pay the ESB bill by direct debit there will be no deposit required at all. I would advice them to go for that option.

The tenant has the option of paying the 300euro deposit or sign up to pay the bills by direct debit:
Tell the tenant to pay the bill by direct debit, anyone i know renting does the same, its defo not the landlords responsibility.
