Home who do you complain about insurance to?

I've run into an issue with my insurance company, the claim is agreed but there is a discrepancy with the excess. 2 weeks ago they admitted I was in the right and would send out the difference but nothing has come. my calls have not been returned. who do I get on to to make a complaint? the financial regulator? small claims maybe?

The insurer should have a complaints procedure, use that first, if not satisfied you can take it to the Ombudsman
