how much VAT should an accountant charge for doing returns... my sister's accountant said that she owes him 700 plus 21% VAT.
I think it should be 13.5%.....

Depends on the type of service - most (incl. accountancy) are at the full rate. See:

Its almost certainly 21%. As i understand it all professtional services are charged at this VAT rate.

I'll tell you one thing - if my accountant was charging VAT @13.5% instead of 21%, I would be so worried that I would be changing accountant.

What use would an accountant be if they did not know something as basic as that?

dont think it was the accountant saying 13.5%, it was the original posted who thought this. it is 21%, as it is a professional service rather than a trade.
