Hi
I have occupied council house for 2 years, no lease & no rent, was supposed to purchase under affordable housing but council can not sell and handed me keys (did not sign anything).
For last 12 months trying to get lease in place which they have agreed to but have not got around to doing.
Am I a tenancy at will? Do I have to pay back rent? and if so does back rent have to be based on my income?
Also
When I agreed to purchase house I paid €7,500 in deposit and they have held on to this.
Should they give back deposit and bill me for any outstanding rent?
