Tax on rental income dating back to 2002

What is the best course of action to take with regard to a property for which no tax return has been filed previously, but which I have since Sept '02? The amount due for each previous year would be between €0 - €200.
Am I likely to face penalties for just making these returns "out of the blue" now?

I have that as an option certainly - I just want to be careful that I don't end up paying more in Accountancy fees than is due in Tax.
