State Pension and Tax Arrears

I have a few years arrears of tax as a self employed person which also includes arrears of Class S Contributions. Will Social Welfare approve an arrangement to award the pension and use a portion to discharge the arrears

What do you mean by "the pension"?
Contributory (PRSI linked) or non-contributory (means tested)?
What is the status of the tax and PRSI arrears and what, if anything, have Revenue and the Department of Social Protection respectively said to you about them and dealing with them?
 
My understanding is that you won't receive any State Pension if your PRSI record is not fully paid up. Also it is an all or nothing situation so you don't get a portion of it or anything like that. Also as far as I am aware it's not backdated either, you only receive the pension from the date your PRSI liabilities are paid up
