Stamp Duty on new apt for parents

What is stamp duty situation where I purchase a new apt under 125sq meters for my parents to live in. They cannot get a mortgage themselves due to their age. Price of apt is also under limit for stamp for owner occupiers.
 
I believe that there are circumstances in which you can purchase for a family member to live in rent free and avoid stamp duty but I am not 100% sure. And I am not sure what the situation would then be with regard to CGT. Probably best to have a scan of the summary guides on Revenue and then get independent, professional advice.
