Just had the same problem myself with my Golf. It is pretty easy to have cleaned by a decent mechanic. The ISV is removed soaked in Petrol or Carbeuretta (excuse the spelling) cleaned and replaced. Check out this thread of the last discussion:http://www.askaboutmoney.com/showthread.php?t=25373
Basically it controls the rate at which the engine is idle i.e. not in gear. Problems arise when the ISV gets blocked as it means the engine will continually cut out on you should your rev counter drop below say 800 rpm. Bring it to a mechanic and ask him to have a look. It is either the ISV, the Throttle Body or a small air filter sensor that can often be re-set to allow a proper airflow. Also have the carb checked by the mechanic, dont think it is that serious, but get it looked at cos it wont go away!
