Remortgaging in Budapest

Hi,
Has anyone heard of a government scheme in Hungary whereby anyone who holds a mortgage there can arrange an early repayment of the full mortgage set at 250HUF/EUR.
My understanding is that this is regulated by the government with no extra fees or penalty and that banks are obliged to accept it?
If this is true, it could be a good time to avail of such a scheme with the HUF currently almost at HUF300 against the Euro.

Bank have acknowledged my email and are investigating my entitlement.
