query re new rent rules

My tenants are moving out shortly.
They've been paying well below market rate for years.
I want to achieve a fair rate for my property but new rent rules are preventing me from charging the next tenant market rate.
When the tenants vacate, my property will be off the market for a while as I need it myself.
When can I re-lease it at market rate again?
